The Hobart waterfront is central to the economic, cultural and spiritual life of Hobart.

It is a major tourist destination, working port, recreational area, cultural asset and event venue.

For decades the area has been the focus of debate about development, land use and transport.

In May 2004 the Hobart Waterfront Urban Design Framework 2004 was released by the Tasmanian Government, providing fundamental concepts and principles to guide development across the core of the waterfront area.

Also in May 2004, the Tasmanian Government released a vision statement, Hobart Waterfront Cultural Quarter, which articulated a desire to protect the unique cultural character of the area, and established goals for the enhancement of the Waterfront as a vibrant cultural quarter.

In September 2004, the Premier of Tasmania announced the formation of a new statutory body, the Sullivans Cove Waterfront Authority, to steer future development and activity within the precinct, and in November 2004, the Sullivans Cove Waterfront Authority Act 2004 was passed by the Tasmanian Parliament.

The Sullivans Cove Waterfront Authority started in 2005. The Authority has 15 staff employed in planning, projects, communications and administration.

Planning for the waterfront is guided by the Sullivans Cove Planning Scheme 1997 and the Hobart Waterfront Urban Design Framework 2004.

Legislation

The Sullivans Cove Waterfront Authority Act 2004 was passed by the Tasmanian Parliament in November 2004.

The Sullivans Cove Waterfront Authority was proclaimed on 4 April 2005. Under the Sullivans Cove Waterfront Authority Act 2004, the Authority has the following functions:

  • to identify and, where appropriate, maintain and enhance the cultural, historic, social and economic components of the planning area;
  • to facilitate the use or development of land in the planning area;
  • to assess and approve or refuse the use or development of land in the planning area; and
  • such other functions as may be imposed on it by this Act or any other Act.

The Authority’s enabling legislation, the Sullivans Cove Waterfront Authority Act 2004 , creates responsibilities for the Authority under other existing legislation. These include statutory planning, building and plumbing responsibilities as well as organisational obligations under the following Acts:

When assessing and determining planning applications, the Authority is bound by the Sullivans Cove Planning Scheme 1997 and must consider the Hobart Waterfront Urban Design Framework 2004
